session_info_update notifications forwarded from the
ephemeral pr_data_updated streaming signal (published by the GitHub
webhook handler when a PR attached to the session changes).
This is a cache-invalidation signal: it is not a persisted Devin event,
carries no transcript content, and never becomes a worklog row. Clients
should refetch PR data for the session.
