updated_master_plan (carries plan), user_update_master_plan
(carries plan / currentStep) and new_master_plan_step (carries
step). Rows render nothing; the client plan projection reads them.
The name predates the move from observations to tool calls and is kept:
it is a public wire type whose generated TS/Python bindings
(zCognitionMasterPlanObservationMeta) are consumed downstream.
