> Metadata for a tool call — emitted on the user's first session to render a congrats alert in the chat history.

Metadata for a `first_session_message` tool call — emitted on the user's
first session to render a congrats alert in the chat history.

Discriminated by the required `cognition.ai/docsTipsUrl` field, which is
only set by the `first_session_message` translator branch. Mirrors the
pattern used by `ReportBlockerMeta` and `CognitionRecordingStoppedMeta`.
